Windows 8.1 is Deleting Restore Points

Windows 8.1 is deleting almost all of my Restore Points. I have configured 32GB in System Protection. Yesterday there were four restore points, all less than 30 days old using about 8GB of space. Today, there is only one left. I did not delete the missing three. Is there any way of preventing Windows from doing this?

I've copied the System Volume Information folder on the Root drive to a USB drive, but I'm not sure this will work -- i.e., will I be able to copy and replace it back on the Root drive when Windows has finally succeeded in deleting ALL of my restore points?
