select desktop & then right click desktop & select personalise
    chose a different theme

or use settings/personalisation from charms bar in modernui mode & change theme there

    THIS DID NOTHING~

I TRULY believe this is a bug that windows did not fix before putting out windows 8 and i'm thoroughly, along w/ other friends, agigated by this
especially since i'm an artist and need to be able to see things clearly on my computer

have you tried pressing left shift + left alt+ Print screen buttons at same time,
that toggles high contrast on & off

Have you tried disabling them in the Ease of access panel?

what do you mean that images are in high contrast

the only High contrast settings that normally apply are to text & background only & the actual images are never altered in any way

can you do a screen shot so we can see what you are seeing. otherwise we are working in the dark here & it sounds like something else wrong & not high contrast at all
