Windows 98 continuous crashes!

    My friend who uses Windows 98, swiches on his PC, which boots upto the Windows emblem; but instead of proceeding to the desktop, switches off & starts the whole process again! He says that this sequence can continue apparently indefinitely. In fact he cannot switch off his PC without removing the plug from the mains!
    How does he interupt this sequence to try to discover what the problem is?

    When he boots up the computer, have him tap the F8 key repeatedly until he gets the boot menu. Have him choose the SAFE MODE option, then boot up and run SCANDISK.
