Windows 98 Keeps Loading in Safe Mode

    I need help with my son's computer. It is a HP. We cannot get Windows 98 to load in normal mode. It goes to the Safe Mode screen every time it tries to load windows. It will load Windows only in Safe Mode. I tried all kinds of options but nothing seemed to work. I finally decided tonight to go ahead and reformat his hard drive and run the restore CD that came with his HP that would restore all the programs on it when it was new.
    It formatted the HD and then unzipped all the files, etc. and when it finished it told me to remove the CD and restart it. I thought this would slove our problem -- Wrong! A message came up that all files had been downloaded or something like that and was opening Windows 98. But it sit there and never did open. So I hit Ctrl-Alt-Del and it went back to trying to open only in Safe Mode. Does anyone have any ideas? Is there some kind of hardware/internal physical problem, since I reformatted his hard drive and it still does the same thing as before?? Any help would be appreciated.
