windows can not boot to the desktop

    there is this delll optiplex computer with windows 7 that i am working on, when you power the pc, it boot to the the level that the user must click on the user name to boot to desktop. but once u click on the user it stops at the welcome screen and stays there for every until your power it off and on again before it is able to boot to desktop. i have tried restoring to the date before it this problem started but this did not work. can someone help me with a solution?

    will it work in safemode
    - try safemode with networking
    as the PC starts keep tapping F8 - a menu appears - choose
    safemode with networking - see if that works

    It works when you boot to safe mode with networking

    and have you tried chkdsk and a sfc /scannow
