I had a floppy drive not in my computer for a long time and I needed it back for a minute to make an ms dos startup disk, I plugged it in and windows xp home got to the windows xp home loading screen with the blue bar and it would just stay there with the bar still moving. How can I fix this and/or can I make an ms dos startup cd?

I assume you mean an internal floppy drive? If so, make sure the cable is plugged in the right way round....on both ends.
