Windows Installer 3.1 will not install

    I constantly have a Windows update yellow shield on my toolbar (the one showing programmes that are running). When I run it, it is for Microsoft Windows Installer 3.1, but it always says the update could not be installed. And the yellow shield stays. What's this about please and what should I do?

    Dell Latitude D400, 1.4 Gig Pentium M, 512 MB RAM, 30 Gig hard drive with 22 Gig free.

    I've run the version from the link but still have the yellow shield showing which gives the same message if I try to install from it.

    I've read http://support.microsoft.com/kb/898628 and located Msi.dll twice on my PC, once in the System 32 folder which is where the article says it should be; it is version 3.0.3790.2180 that is not one of the two options listed in the article.

    I also have Msi.dll in C>Windows>SoftwareDistribution>Download>(then more random data) folder; this one is version 3.1.4000.2435 that article refers to "If the version number is 3.1.4000.2435, the computer has Windows Installer 3.1 (v2) installed."

    What now please?

    Did you download the file from the link and save it to your computer and then try to install it from the saved location on your computer, or did you click on "Run" instead of "Save" from the Microsoft download site?

    I am already set up for automatic updates. I have been to the Windows Update site but it cannot install the Windows Genuine Advantage Validation Tool (KB892130). Does this mean it's not genuine, or it just can't install the tool to check?

    I bought the laptop used with XP Pro installed and it has a Windows product key sticker on the base. However when I run Belarc Advisor it has a different XP Pro product key listed, with a note that "this may be the manufacturer's factory installed product key rather than yours".

    More help appreciated!

    Copy the first of the following lines, then go to Start > Run and in the textbox right-click and select Paste, then click the OK button. You'll get an info box popup saying "DllRegisterServer in xxxxx.dll succeeded." Click the OK button on the info box, then copy the next line and do the same thing. Continue until you have re-registered all the dll's, then try Windows Update again.

    Hmm.. bad to worse. I sorted out those .dll files and then ran an update which updated about 40 files. Looked good! But I still had the Update shield and now when I went to shutdown or retstart I had to hit an End Now because Available Networks was not responsing - it didn't time out the programme, I had to hit the key otherwise the PC wouldn't shutdown. So I ran an XP reinstall but the same problems remain.

    Go to Start > Run and type cmd and hit Enter. In the command window type

    net stop wuauserv

    Now go to Start > Run and type

    %windir%\SoftwareDistribution

    and hit Enter to open the temporary folder of the Windows Update engine. Then rename the following two subfolders:

    DataStore
    Download

    For example, rename DataStore to DataStore-old.

    Go to Start > Run and type cmd and hit Enter. In the command window type

    net start wuauserv

    Now restart the computer in normal mode and visit the Windows Update site again.

    I did all that, but it failed to install all 77 Windows updates. I also still have programmes that have to end (on a time out bar) when I try to restart. Any idea what's happening?
