I sell computers and just place a COA on their computer when I sell them. They don't receive a disk. Is there a program out there that places the OS (Windows ME) on their hard drive permentely that would be considered legal. Like these big companies have (HP, Compaq, ...etc). Thanks!

You have to buy a Multiple License from Microsoft, then you can install Multiple copies of your target OS on as many computers as your purchased license indicates. Call Microsoft customer service for more information.
