Windows ME will not start up...stuck on desktop picture

When I turned on my computer yesterday I got an error message stating that scandisk would not run. When I closed this I got another message stating:
C:\WINDOWS\SYSTEM\MPRSERV.DLL file appears to be corrupt. Reinstall the file and then try again.
When I closed this out all I was left with was my desktop picture and the cursor. The computer will not go any further. No start up menu and I can't even shut it down either. HELP ME PLEASE!?!?!?!?
I am in nursing school and rely heavily on my computer for my classes.

Hi Debbie.

Have you tried a cold shutdown and restart?
If so, can you go into the safemode menu..?

About 1 out of every 3 times that I start up or reboot my Windows ME computer, the background loads, but no taskbar or desktop icons load. Doing a hard shut down, waiting 30 seconds, then restarting it usually solves the problem. When the Scandisk window appears during startup, I stop it and close it. It's a minor annoyance that I've learned to live with. It appears to be a Windows ME problem because I never had that problem when I had Windows 98SE installed in this same computer.
