For some reason I cannot use the search bar, windows button or anything related and each time the log in screen appears it is in cmd, aswell as in the ctrl+alt+del menu in exception to that I can open any programs still except the driver updater

When did you download Windows 10? If it is in Oct 2018, then download the MS Media Creation Tool and run it to generate a new Windows DVD or USB. A new re-release of Win 10 v1809 was released on Nov 14. The previous release was yanked after 1 week because of too many bugs.

At Start menu, type in 'winver' and report the details in your next reply.

That's strange, Media Creation Tool should work on that version of Windows 10.

Ask a friend to use that program and generate a Windows DVD / USB stick for you
