Windows Shutdown Problems

    When shutting down my windows 98, the screen goes black and never says "windows is shutting down" or "Its now safe to shut your pc off". If you wait until the pc is done "working" and shut down, it starts up normal -- no error messeges?? Thanks in advance for your help!
