Windows unable to open web address or hyperlink in Microsoft Outlook

I am unable to open any hyperlink or any website that is contained in my microsoft outlook email. This just started occurring. I get the following error messages.
"Windows cannot open this file. Windows needs to know what program created it"
It gives me two choices: 1. use the web to find the program that created it or 2. select from a list. None of these options work. I hope that someone can help solve this problem as I am now unable to open any link or web contained in the email. As an example, I was unable to click on your "confirm registration" email when I just signed up for this forum. Any help would be greatly appreciated. Thank you.

Hi,
Click on Start, Go to Set Programs and Access, Click on the Microsoft in the Right Hand side Pane, then click on the Next at the Bottom and check whether it is working or not
