The Automatic Update service is probably turned off.

Go to Control Panel>Administrative Tools>Services, find the entry for Automatic Update, double click on it, set it to either Manual or Automatic, then click on the Start button to start the service without rebooting.

Try the System>Automatic Update tab again and see if the "Not available" message has been replaced.
