Windows warning/legal banner affecting power settings

    I recently applied a GPO to turn on the legal warning banner before the user sees the login prompt. A week or so after that went into effect, I noticed that, after hours, several machines were sitting at the warning banner with the monitors still on. We typically remind users to shut down their computers, but have several that still only log out. Their monitors would go into power save after the screen saver had run for 30 minutes and we never made a big issue about it. Now after logging out however, the machine displays the legal warning banner and blocks the windows power settings. If you hit the 'Okay' button, the machine will display the login prompt and go back to using the power settings.
    Does anyone know why the legal warning banner blocks the windows power settings and possibly how to get around it?
