Windows XP Freezes after bootup

The bootup works fine as Windows XP starts up. Windows will load a few start-up programs, then windows will halt for 12 minutes before loading the rest of the startup programs. During this time, the Start Bar will freeze and the cursor will be an hourglass when passing over the Start Bar. Also, Internet Explorer can be started but can't access the Internet until the freeze is over. Can anybody help?
