Winsock issue for Windows ME?

:( My Dell Latitude had a virus in System Restore. We removed that by zeroing out the space available for the SR program. Now, we cannot connect to the internet. I talked to the support tech for my broadband router, to be sure that isn't the problem. He says I needed a winsock fix. I downloaded one and when I ran it, I got this message: "LSP fix has caused an error in Kernel32.dll and it will now close."

I have no clue what to do now. I know I'm being punished for buying a refurb computer instead of paying for a new one! :(
