winXP outlook express 6 & outlook POP3 error

    I had many error with microsoft Outlook express. I tthink I have use all my options for this one. May be someone has a brillant idea.;
    I did save all my email folders in my documents and renamed it "archive2012" so it would not be erased by error.
    when trying to download mail from the server (cox) i get this message:

    cannot establish a SSL connection with pop3 port 110

    error ox800ccc90

    I verified account name with my servers ([COX.net) and password is ok
    (SSL is not activated, all cases are unmarked.)
    In OE, I created a new identity - same result
    I deleted the account totally and created a new one. same result
    I tried to install same account with MS outlook and the error is the same.
    I tried to upgrade OE through Microsoft.com, message tells me thaat my actual installation is newer (that I find difficult to beleive MY install is newer than Microsoft website??? does not make any sens....(as Usual with Microsoft.)

    any idea???
