wiping out all files

How do I wipe out everything from a previously owned laptop to have a clean start like it was new. So I'm guessing I would want to keep certain basics. and is there a way for me to change the old registered name to mine, and how?

It would be a lot of work and you would still inherit all the problems the previous user caused to the operating system. I recommend you format the hard drive and re-install the operating system and all the applications. How much hard disk space does the laptop have? I would parition it into three paritions if you have the space; OS, Data, and Backup.
