So i played today as usual and i had a random blackout caused by thunderstorm while i was streaming league. When i booted it said something about "overclocking failed" and it looked like this. fdsf9ji6n.jpg (that is google image, not mine or any information is from my computer)
I didnt pay more attention, turned all powers off and rebooted and it worked, except during the stream i played with low settings and using OBS with 2200 kbs. It complained the whole time that GPU usage is high even though it hasnt done anything like that before. I rebooted again and it looked seemingly okay.
Then i switched to Witcher. I was honestly paranoiac and kept looking cpu with task manager and GPUwith GPU-Z. Cpu usage was around 60-90&, 100 when loading critical things. But GPU was 100% all the time. Quit Witcher and it returned to 0%. However so in league and witcher there was random lags in the image or in witcher some weirdly blurry cutscenes. Havent happened before.

    First notes that might help.

1)I recorded the gameplay while i streamed, video is fine since it was supposed to be 30 fps, In game fps was around 35-50 meanwhile it is usually +60.

3)System is operating normally, but that fps issue, boot screen and sudden shutdown scared me quite a bit.

4)Im total noob with these things so here can be obvious solution

    So questions.

1)Is there possibly something broken, i have never gotten screen about overclock failure. My nvidia gtx 960 was supposingly already overcloked at factory so i havent done anything.
2)Is the broken thing GPU or Motherboard or CPU, since other forums referred it to be issue of asus motherboards.
3)If i buy a new GPU if thats the issue, is it better to buy newer card, like 1060 because my computer should be able to support it. Since my cpu usage is around 70% and GPU 100% does it mean my GPU is the bottleneck for higher graphics.
4)Do i need to do something about bios settings?

Thank you so much if you have time to help. fdsf9ji6n.jpg

Go inside the BIOS and load default settings. Press F10, save and exit, wait for pc to reboot and test againg. Dont go buying things now, wait to find out what is causing the problem.
