Wndows installer problem

    I have a similar post under a software forum on this site but this may be more appropriate here.

    After cleaning up my hard drive and reinstalling many programs - Spyware Doctor asked if I wanted to block msiexec.exe until the next startup. I foolishly agreed. Now I cannot install anything. I went to support.microsoft.com and read "How to resolve Commin "windows installer" problems" and tried most of the methods that I could understand. I saw a similar post on this forum that suggested uninstalling and reinstalling Windows Installer 3.1 - which I did. When I Run "services.msc" and click on Windows Installer it is on "manual" and not "disabled". It says the service status is "stopped" but when I click the "start" button I get an error message: Could not start Windows Istaller on Local Computer Error 2: The system cannot find the file specified.

    I've had a message into Spyware doctor and no response.
