I'm currently debating starting back on world of Warcraft for the winter, I'm using a toshiba laptop (http://www.toshiba.co.uk/discontinued-products/satellite-c850d-11q/) link for the spec. Wondering if it could handle Warcraft or if id need to upgrade it, if it's too much work to upgrade it can someone suggest a relatively cheap computer. Budget of around £300/£400. Thanks in advance

About the only hardware upgrade options you have with most laptops is to add more RAM and replace/upgrade its hard drive.
If you want to game, you need to buy a laptop that has the hardware and horsepower to handle it.
Also of note, WoW is free, kinda. Free to play up to lvl 20, any characters you may have over that will be locked and inaccessible.
You can install it and even log in without paying for anything just to see how it runs on your system. See if you can get a playable speed and acceptable graphic quality. They have a pretty wide range of settings, so it's more of what you want it to run and look like.
