XP cant find rundll32.exe but i can

the problem: in control panel when i double click anything to open it will give me this error message ''Windows cannot find C:\WINDOWS\system32\rundll32.exe'' Make sure you typed the name correctly, and then try again. To search for a file, click the Start button & then click search''

i search for rundll32.exe, it finds 3 files in folders: C:\Windows\$NTServicePackUninstall$, C:\Windows\ServicePackFiles\i386, C:\Windows\SoftwareDistribution\Download\dd9ab5193501484cf5e6884fa1d22f9e.

this error report happend after i installed service pack 3 from the windows update center. i have no clue what to do to fix this other then reformat. any ideas of whats going on and how i can fix it without reformatting??

the computer: Dell GX240 Pent 4, XP Pro, 37GB HDD with 28GB free space, 1.80Ghz 1.70Ghz 256MB RAM

on startup i get a ''WZCSLDR2.exe - Entry Point Not Found
The procedure entry point apsInitialize could not be located in the dynamic link library wlanapi.dll.''
