Download the Attached File > Unzip it > Right CLick > Merge > Click yes on the Prompt to Merge with registry

    Then Start > Run > gpupdate /force

    Download 'Windows Xp Security Console'
    http://www.dougknox.com/xp/utils/xp_secconsole.zip

    Unzip it and Run it

On the Left Pane > 'System Security' ...

then on the Right pane > Check 'Remove Access to Control Panel'

    Click Apply

    Then .. start > Run > gpupdate /force

The.... Again Open ..Security Console .... And Uncheck 'Remove Access to Control Panel'

    Click Apply

    Then .. start > Run > gpupdate /force

    Then Try Running Control Panel

Thanks for the RAR files, checking them now. We've lost Control Panel and ActiveX abilities due to Smitfraud and/or the new LocusSoftware trojan, both of which we think are finally cleaned with SuperAntiSpyware. Hoever, we still lack ability to update simple things, like wallpaper. I did recovery regedit ability using Start --> Run

    REG add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0 /f

Hoping these can me good examples of how to recover everything we lost. Thanks.
