XP Pro SP3 flaky start up

    Hi

    Every now and then when user logs on to XP Pro SP3 PC (not administrator) the desktop comes up without icons or taskbar. PC responds to CTRL-ALT-DEL and opens Task manager, and then explorer.exe can be started as a New Task. However other start up tasks, such as anti-virus have not started either.

    Without fail, by user logging off, and logging on again, all starts up fine.

    Have used msconfig and turned off pretty well all non-essential startup tasks.

    Open to suggestions to overcome this irritating little problem.
