I have a Dell running XP and I'm trying install a HP 1300 printer. I get an error msg that I'm running in 'safe mode' or 'windows installer is incorrectly installed'. I'm not running in the safe mode, which leaves the installer as the problem. I've run 'pareto' clean up progam, downloaded a M.S. fix program. None of these have worked. At one point I got an error code 126, but couldn't repeat or find it again.

Pareto is a registry cleaner that has damaged your system. Restore its backup and get rid of it. If you can't, try using System Restore to go back before it was used so you can restore a good copy of the registry. That may solve your installer problem, too.

What version of XP are you running?
