Xp stuck in Reinstallation

I have a Dell with XP Home. Daughter has done something to it and when it tries to go to a web page.....it will try to refresh the same page over and over ever second (h*t*t*p*:*/*/*/ ) ....notice it has 3(/). So after doing to same ole cleaning and debugging.......I still have gotten NO WHERE. Exhausted I thought I would try to do a Restore. It started and then said it can't perform a Restore. Sooo...I stuck the original Reinstall CD for XP home that came with the computer. This goes fairly well until it can't find a file...igfix.exe or something close to that. AFter trying to find it on my own ...........I skip this and continue one. After another few minutes it comes up with a popup that reads that it can't find something else and it won't let me skip this one or restart or even shut it off. Pulling the plug is the only way it would go off. I have tried to go into through the F8 during startup but nothing will give me a prompt to do anything......it will continue to restart the Reinstallation. Any ideas.........
