XP taskbar icons flashing, can't switch windows

My wife's PC has had this problem for about a month or so. I've gotten around it with system restores, but it comes back eventually.
Here's the deal.
From a blank taskbar, I open say, IE. The icon on the taskbar will start flashing. Open another window, say Outlook, and it will start flashing. Try and click on IE's icon in the taskbar, and BOTH will start flashing and Outlook is still the active app. Open a third app, and all three will start flashing. The only way to switch between windows in with Alt-Tab.
Anybody have any ideas. AVG comes up clean, Spybot and AdAware show nothing. Here's a Hijack This log, but after I did a system restore to "fix" the issue.

Do you have TweakUI for XP installed? Look under General, Focus and try different settings for applications and whether they are allowed to "steal focus". This may be a setting applied by some other "tweaker" or system customization tool, or it may be malware. Either way, this may give you control, and you can then scan for the bad guys.
