XP wont load - user accounts missing

I am unable to load Windows XP- I get as far as the Welcome screen which should show 2 user accounts, but no accounts appear.
When I installed XP (on a brand new hard drive, nice clean install with SP2) 4 months ago, I did not specify a password for administrator. When I tried to boot from CD and go through the repair console, pressing <Enter> at the "Enter administrator password" gets me an error message and locked out after three times.

I would appreciate any suggestions
