XP won't shut system down

When i shut the system down it goes to a window that says it is now safe to turn your computer, it's an atx board just loaded XP Pro never had this issue so i am kinda lost here.

BTW it had 98se on it before and no shutdown issues.

The APM was not enabled and by enabling, it fixed the problem.

You would think XP would set this up as default.

It usually does. But with the number of different machines that exist, nobody's perfect, I guess.
